A viable project with evidence of demand, an own contribution to the capital, secured premises or land with the correct zoning, and financial projections built on realistic occupancy and usage rates rather than best case.
Tourism-specific authorisations matter here: zoning or consent use for accommodation, a Certificate of Acceptability where food is served, a liquor licence where alcohol is sold, and operating licences for transporting guests.
